本文是在青岛市政府关于《青岛港未来五年发展规划》的框架下，通过搜集大量的统计资料，在对青岛港1999年至2000年生产全面分析的基础上，对影响港作拖轮规模配置的港口生产各要素进行科学的归纳、整理、计算，特别是在对到港船舶的大量统计分析的前提下，通过对目前港作拖轮的配置规模与港口生产经营情况的分析，探索港作拖轮的配置与港口生产的吞吐量、到港船舶艘次数等港口生产要素间内在的规律，并根据港口发展规划的总体目标预测未来港口生产各要素的变化情况，以期能为各港口科学合理地配置港作拖轮、减少配置港作拖轮中的盲目性提出较为科学的计算方法，使港作拖轮的配置规模日趋科学、合理，满足港口生产经营及未来发展的需要。
